Government message
The government has speakers mounted on corners in every neighborhood in Hanoi (or at least the one's we've been in). Each morning from 7:30 - 8:00am they blast a message (loud) telling the people of the neighborhood "news of the day" and to "clean the streets" (the translation of what they say that was told to us by our guesthouse operator - we of course can't understand the message since it is in Vietnamese). An interesting way to wake up each morning. Communist Groundhog Day.
